Emergency Relief Program
Introduction:
It is very regrettable and painful that Iraqis have repeatedly doomed to suffer from severe calamites of wars inflicted on them against their will.
The near past and present history of Iraq represents indeed the worst continual suffering of people in their homeland as a result of the despotic policies of the regime who controlled and governed the country with an iron fist for decades. Consequently the Iraqi people became hostages in their homes paying, forcibly, their bloods and lives as taxes to fuel the policies and wars of the regime against their neighbours and themselves as well.
As soon as the eight year long Iraq- Iran war came to an end, another war began on the dawn of the following day. The Iraq Iran war vanished lives of hundred of thousands of innocent people and disabled many more, created a devastating humanitarian tragedy, scattered thousands of families away from their homes and destroyed the infrastructure of the country in all sectors. In the aftermath of the war more than 4000 villages were demolished in the north part of the country and the habitant of marshlands in the south were destroyed by cutting off the supply of water from rivers. Many residents of north and south were either relocated in other parts of the country or forced to seek refuge abroad.
The second war also known as Gulf war II resulted in Iraqi occupation of Kuwait. This war, which was one of the most destructive wars in recent history, caused massive obliteration in Iraq. The 12 years economic embargo on Iraq paralyzed the infrastructure of the country and severely disrupted health, social and educational services.
Iraqis from all ethnic groups, faiths, ages and genders have and still paying heavy tokens to the consequences of these wars.
Tens of thousands of children died because of lack of medicine and poor health care.
Hundred of thousands either relocated their residence or left the country.
And there is total collapse in social and moral life.
Today it seems Iraq is going to be in yet another destructive war.
Obviously Iraq will be an open field for military operations that no one can predict the extent of its serious consequences.
As previously Iraqis will have to pay high price again

Apart from the real reasons of the up coming war or its goals and political outcome in Iraq, which we hope will bring an end to the long suffering of Iraqi people and regardless of what scenarios the military operations will disclose, the fact is the new war will not be an exception or different from previous wars in the region or else where. It is a firm fact that this war will bring more annihilation and suffering to Iraqi people.
We see it is our moral, humanitarian and Christian duty to do whatever possible to lessen the scope of this suffering.
We hope and pray that the international efforts will succeed in solving the crisis in peaceful means and have peace prevail in Iraq and the region.
At meantime we are preparing to face the worst scenario of a tragedy that is overlooking on our foot doors.
The following report demonstrates the humanitarian aspects of the tragedies of the up coming war. This aspect is an anticipated mass refugee crisis prior and during the war. A war which will no doubt cause destruction of the infrastructure and create a refugee crisis as it did the last gulf war in 1991.
Overcoming the economic tragedy is out of beyond our capability and out of our hand’s reach. The size of this tragedy is controlled by the course and political outcome of the war, but we may be able to participate in lessening the impact of the refugee crisis and help the refugees find shelter and security.
The enclosed report demonstrates our plan to deal with this sort of crisis, which of course it doesn’t deal with the overall crisis in Iraq because that is a tremendous responsibility that a single party cannot handle it.
Our report deals only with the refugee crisis in the North Iraq, which is under the protection of the UN and which may not be a scene for military operations.

Report:
In addition to the expectation of refugees crossing into the neighbouring countries (Syria, Jordan and Iran) prior and during war (there is already some significant number of people crossing into Syria). Our view is that the crisis will unfold two dimensions.
First:
Refugees flee from the towns and regions that are under the Iraqi government’s control to the north region of Iraq, which is under UN protection.
This event may take place in two stages:
1. pre war refugees (current stage): many refugees will flee their homes seeking security, and these refugees are as follows:
1- soldiers and other young men expected to be recruited by Iraqi army for war.
2- families who are capable to reach the Northern region either because they have relatives living in the region or they are capable of doing so while leaving behind one or more of their family members to safeguard their belongings.
2. Refuge seekers during the war time. Many soldiers are expected to desert their military units when Iraqi army loses control and eventually will seek shelter in the region. It is unexpected that families living in the central and southern part of Iraq will ever try to seek refuge in North, but those living in adjacent areas such as Mosul and Kirkuk will most likely try to reach the Northern region. The extent and progress of military operations and security will definitely be important factors in determining the volume of influx of refugees
We may divide the final destinations of refugees in the northern region of Iraq in three groups and as follows:
I- Group one: will seek shelter with their relatives. This group will be significantly large due to the strong social relation among various segments of Iraqi society. Most of this group will be consisted of Kurds and Assyrians/ Chaldeans who are the indigenous people of the North.
II- Group two: will seek shelter in public and service buildings especially Churches and Mosques as well as schools and public halls
III- Group three: Refugees, who are desperate to find shelters, will eventually end up settling in temporary tents and camps.

Depending on our classification above the needs of each group will be different, and as follows:
• Needs of first group (I): Mainly food and medicine. This group will share the household with their host families.
• Needs of second group (II): In addition to food and medicine, this group will need beds and other household supplies such as kitchen and bath necessities.
• Needs of third group (III): in addition to the needs of second group this group will need tents and supplemental washrooms.
In the following pages of the report, we will detail the needs for:
• 5000 people of group one (I), which its basic requirement are food and medicine.
• The people of group two (II) who will be sheltered in the halls, churches and service building.
Remarks:
1- All buildings and halls mentioned in our report belong to the Christian Churches in the region, but that does not mean excluding non Christians to take shelter in these buildings. As a matter of fact these building were accommodated in 1991 war to all regardless of faith of the shelter’s seekers. The Christian principles and behaviour opens the door of help to all people. Christian people and churches are morally obliged to help and serve the needy people regardless the religion, race and identity of the needy.
2- We will not mention here about instating temporary camps for reason that tents are not available in local markets and it may not be seen as urgent and because the United Nations will take the responsibility of doing so if that became a necessity.
We, however, will do our best to cooperate and assist in all circumstances to accommodate refugees of all three categories.

Second:
Refugees fleeing their homes in the northern part of Iraq towards the remote villages.
The reason for this movement may arouse from fear of the residents from the Iraqi government’s use of chemical weapons against them. The memories of attacking Halabja with chemical weapons in 1988 and the exodus of two millions refugees in 1991 to Turkish Iraq borders upon the attacks of Iraqi troops are still very much alive in minds of the public.
But the circumstances now are much different from what it was in 1991, so it unlikely such massive exodus will occur again. The main reason for this optimism is that there is a local administration governing the region now, which has prepared and cooperated with the international organizations to prevent the occurrence of the nightmare of the past.
There are nevertheless some pre-emptive actions taken by some people which may be regarded as isolated.

Third: For The Urgent Medical Supplies
The urgent medical supplies as mentioned in earlier page can be purchased currently in the local markets (pharmacies).
The initial cost is estimated to be around 50,000.00 OID (Old Iraqi Dinar).
This is 5500.00 Euro as 1 Euro is 9 OID.
Summary of the estimated urgent relief budget:
Food supplies for group one (one month): 29,835.00 Euro
Food supplies for group two (one month): 29,087.00 Euro
Sheltering supplies for group two: 119,033.00 Euro
Medical care for groups one and two: 5,500.00 Euro
Total: 183,455.00 Euro
Supervisory committee:
In order to coordinate efforts and reach maximum efficiency, the following committee members were agreed and assigned to the task:
