الهجرة و واللاجئين / Need an advise about immigration cases

I'm a US Citizen, originally form Iraq, applied for an immigrant visa for my mam, my dad and my little sister (9yrs old) , according to immigration law for a US citizen my mam and my dad don't have a waiting list for the visa, but the problem is that my sister because she has to go through a waiting list (because she's not my one of my kids or any of my parents) and now they giving a visa for someone who applied as a sibling in March of 2000!!! i heard form some people that that my parents should explain that in their interview at the embassy and the embassy will issue a VISA for my sister, i told the NVC about that and they said its possible but its all up to the embassy claiming that they don't have control over that!!!! and I emailed the embassy and they gave me the NVC contact information to talk to them about that!!!!! what should i do find a lawyer? what i did i applied for my sister with the IOM but that's gonna take longer than the validation date on my parents VISAs. is there any one with a similar case? heard about a similar case?
