عقد اجتماعي متجدد ومجتمع مدني يسهم بتعزيز الحوار ضمن مشروع حوار

مشروع حوار من المشاريع المهمة الذي تنفذه منظمة "جسر إلى – UPP الإيطالية" بالشراكة مع البرنامج الإنمائي للأمم المتحدة وبالتنسيق مع الحكومة العراقية وبتمويل من الحكومة العراقية، انطلق المشروع ليكون حافزاً مشجّعاً للمنظمات المحلّية العراقية من أجل أن يعمل على تعزيز الحوار بين السلطات المحلية والمجتمع المدني لمعالجة العديد من القضايا المجتمعية التي تواجه إستقرار العراق وتطوّره وكذلك التي أصبحت تحديات أمام المجتمع المدني العراقي بصورة عامة، بدأ المشروع بتدريب مجموعة من النشطاء على أن يكونوا مدرّبين ليساهموا بعد ذلك بتدريب المنظمات التي تم اختيارها جزءاً من منحة المشروع، حيث إختار المشروع 40 منظمة محلية في محافظات دهوك ، أربيل ، السليمانية ، نينوى ، الأنبار ، صلاح الدين ، ذي قار ، ميسان والبصرة.

بدأت اولى خطوات التحضير للمشروع في بداية عام 2022 بتمويل من الاتحاد الاوربي والـبرنامج الإنمائي للأمم المتحدة حيث تم تدريب وتمويل 360 عضوًا من أعضاء منظمات المجتمع المدني ، و 700 من أعضاء المجتمع المدني شاركوا في مبادرات فردية، و 140 ممثلاً عن السلطات المحلية, شاركوا في مبادرات فردية ، و 7000 مستفيد مباشر من الإجراءات الجماعية من قبل منظمات المجتمع المدني الممولة من خلال المنح ، و 4000 شخص (تم عدهم بشكل فردي) بعد المبادرات على الوسائط الاجتماعية.

اكتسبت المنظمات المحلية في 9 محافظات مهارات ومنهجيات تقنية لتصميم وتنفيذ المشاريع القائمة على مبادرات الحوار مع السلطات المحلية لتحسين إدارتها وشبكاتها.
تم تنظيم مبادرات الحوار بين المجتمع المدني والسلطات المحلية والأنشطة الجماعية من قبل 40 منظمة محلية للتقدم في الأهداف الاجتماعية والاقتصادية والبيئية المشتركة ، بدعم من برنامج المنح الصغيرة.
تنوّعت أهداف المشاريع التي صممّتها المنظمات المحلّية لتنفيذها وهي كالتالي :
1-   مؤسسة السلام المستدام : صمّمت مشروعاً بعنوان "متحدون من أجل العدالة البيئية" في ناحية القيارة والذي يعالج المشاكل المتعلقة بالبيئة والتغييرات المناخية وتلوّث الهواء.
2-   مركز النجاح للتدريب والتطوير : صمّم مركز النجاح للتدريب والتطوير مشروعاً بعنوان "احنا نكدر" في محافظة البصرة ويتضمن هذا المشروع تعزيز دور الشباب ومعالجة المشاكل التي تواجه المجتمع المدني.
3-   منظمة الحب والسلام : صمّمت المنظمة مشروعا بعنوان " تعزيز المشاركة الفعالة للشباب عن طريق الحوار في مجتمع الأنبار" في الفلوجة وهيت والقائم، وهو مشروع يناهض التطرف ويبحث عن مسببات التطرف وكيفية معالجتها.
4-   منظمة طلبة وشباب العراق : صمّمت المنظمة مشروعاً بعنوان "التصحر" في محافظة الأنبار وهو مشروع يعالج المشاكل المتعلقة بالبيئة والتصحر وزيادة مساحاته.
5-   منظمة بوابة العون : صممت المنظمة مشروعا بعنوان "أصوات الناس : بيئتنا أولا – التصحر" في محافظة صلاح الدين – قضاء الشرقاط وهو مشروع يبحث في مجال البيئة ويعالج ظاهرة التصحر والحد من آثاره.
6-   جمعية قلعة تلعفر : صمّمت الجمعية مشروعاً بعنوان " حوار لمعالجة تدني مستوى تعليم المرأة في القرى والمناطق الريفية" في محافظة نينوى – قضاء تلعفر والذي تضمّن معالجة المشاكل الخاصة بالمرأة وتدني مستوى التعليم عند النساء بسبب المشاكل الاجتماعية والعادات والتقاليد.
7-   منظمة رحاب الخير : صمّمت المنظمة مشروعا بعنوان "مناقشة احتياجات الأشخاص ذوي الإعاقة في قضاء الفلوجة والاستجابة لها مع مجموعة من الدوائر الخدمية من أجل الوصول الآمن إلى الخدمات" في قضاء الفلوجة والذي يروّج لدور أشخاص ذوي الإعاقة وذوي الإحتياجات الخاصة.
8-   منظمة الجسور للمساعدات الانسانية : صمّمت المنظمة مشروعاً "مشاركة محلية لتعزيز السلام في صلاح الدين / قضاء طوز" والذي يتضمن تعزيز مفاهيم السلام في محافظة صلاح الدين.
9-   منظمة جماهير للإغاثة والتنمية : صمّمت المنظمة مشروعا بعنوان " حوار المجتمع المدني مع السلطة الإدارية طريق للوعي المشترك"  في محافظة صلاح الدين والذين يتضمن مفاهيم تعزيز المجتمع المدني والحوار مع السلطات المحلية.
10-   منظمة جودال لإطفال ذوي الاحتياجات الخاصة : صمّمت المنظمة مشروعا بعنوان " منظمة قضائية للأطفال ذوي الاحتياجات الخاصة" في محافظة دهوك وهو مشروع يهتم بمساعدة الأطفال من ذوي الإعاقة.
11-   منظمة أمازه للتنمية البشرية : صمّمت المنظمة مشروعا بعنوان " تعزيز العلاقات بين الحكومة المحلية ومنظمة المجتمع المدني للإعاقة في السليمانية" والذي يساهم بالترويج وتعزيز العلاقات بين الحكومة المحلية ومنظمات المجتمع المدني التي تعمل في مجال الإعاقة وذوي الإحتياجات الخاصة.
12-   جمعية الذرى للمعاقين : صمّمت المنظمة مشروعاً بعنوان "تعزيز العلاقات بين الحكومة المحلية ومنظمة المجتمع المدني للإعاقة في البصرة" ويروّج هذا المشروع لدور المعاقين وذوي الإحتياجات الخاصة، وهي منظمة مستقلة غير ربحية تعمل على نشر وزيادة الوعي في المجتمع وتطوير أفضل الأساليب لدعم الأشخاص ذوي الإعاقة في العراق.
13-   منظمة بيما للحقوق الاقتصادية والاجتماعية : صمّمت المنظمة مشروعا بعنوان " مراقبة الوضع البيئي ورفع الوعي وبناء القدرات في المجال البيئي في اقليم كوردستان العراق" في محافظتي أربيل ودهوك وهو مشروع يهتم بالجانب البيئي ويحاول فهم التغييرات البيئية والمساهمة في كيفية إيقافها..
14-   منظمة بلا حدود الانسانية : صمّمت المنظمة مشروعا بعنوان "تمكين الشباب في الحوار مع السلطة المحلية من أجل بيئتنا وصحتنا" في محافظة ذي قار من أجل تعزيز الحوار بين السلطة المحلية في خدمة البيئة ومعالجة التغييرات البيئية والمناخية..
15-   منظمة حلبجة للمعاقين : صمّمت المنظمة مشروعا بعنوان "تمكين الشباب في الحوار مع السلطة المحلية من أجل بيئتنا وصحتنا" في محافظة السليمانية من أجل العمل على تعزيز مفاهيم البيئة معالجة التغييرات المناخية.
16-   منطمة الاقران لتنمية الشباب : صمّمت المنظمة مشروعا بعنوان " تعزيز مهارات الشباب الرياضيين وحمايتهم من التحرش والاستغلال والعنف" في محافظة ميسان، يبحث هذا المشروع في مشاكل التحرش وكيفية معالجتها.
17-   منظمة داك لتنمية المرأة الإيزيدية : صمّمت المنظمة مشروعا بعنوان " تفعيل وتعزيز دور نساء الاقليات في صنع القرار في دهوك"  يتضمّن هذا المشروع العمل على تعزيز دور النساء في صناعة القرار وتمكينهن وخاصة نساء الأقليات الدينية والقومية.
18-   منظمة نحن السلام للعمل التطوعي : صمّمت المنظمة مشروعا بعنوان "حوار لحماية البيئة والحد من تغيير المناخ" في محافظة صلاح الدين، يبحث هذا المشروع في مشاكل البيئة وكيفية حمايتها والمساهمة بالحد من التغييرات المناخية.
19-   مركز طيف المعرفة للتدريب والتطوير : صمم المركز مشروعا بعنوان "أصدقاء البيئة" في محافظة الأنبار الذي يساهم في حماية البيئة من التغييرات المناخية وحمايتها من هذه التغييرات.
20-   منظمة التنمية المستدامة لقدرات المرأة : صممت المنظمة مشروعا بعنوان "التطوير المستمر لقدرات المرأة" في محافظة صلاح الدين لتعزيز قدرة المرأة وتمكينها من النواحي الاجتماعية والاقتصادية والسياسية.
21-   منظمة نحن نعمل معك : صممّت المنظمة مشروعا بعنوان "حديثنا حول البيئة" في محافظة أربيل من أجل تعزيز المحافظة على البيئة وحمايتها من التغييرات المناخية والتلوث والمشاكل المتعلقة بالبيئة".
22-   منظمة الحداثة لممارسة الديمقراطية : صمّمت المنظمة مشروعا حول البيئة في محافظة أربيل من أجل المحافظة على البيئة من التلوث والمشاكل التي تواجهها والتصحر.
23-   منظمة اللون للتنمية والثقافة : صمّمت المنظمة مشروعا حول البيئة وتعزيز دور النشطاء في حماية البيئة وتفعيل الأدوار الاجتماعية للجميع من أجل حماية البيئة والتقليل من خطر التغييرات المناخية في محافظة السليمانية.
24-   شبكة الترناتيف للتنمية والديمقراطية : صمّمت المنظمة مشروعا حول "حوار الشباب" في إقليم كردستان العراق والذي يضم تعزيز دور الشباب وتمكينهم في تفعيل الحوار مع السلطات المحلية من أجل صناعة التغيير.
25-   مؤسسة نبض الأمل : صمّمت المنظمة مشروعا بعنوان " حوار من أجل بيئة أفضل وشباب أكثر قدرة في الرمادي" في محافظة الأنبار، يهتم المشروع بتعزيز دور الشباب في حماية البيئة والعمل على الحد من التصحر والمخاطر التي تواجه المجتمع بسبب التصحر.
26-   منظمة النواعير للتنمية والتأهيل والتدريب : صمّمت هذه المنظمة مشروعا بعنوان " التواصل الاجتماعي المشترك للمنظمات غير الحكومية من أجل الحماية من الاستغلال الجنسي" في محافظة الأنبار والذي يهدف لحماية النساء من الاستغلال الجنسي وحماية النساء العاملات في المجتمع.
27-   أيادي الرحمة للمساعدات الإنسانية : صمّمت المنظمة مشروعا بعنوان " حماية البيئة من خلال تعزيز معرفة المجتمع بالتخفيضات في استهلاك المياه في المناطق الحضرية والريفية" في محافظة صلاح الدين، حيث يهدف المشروع حماية البيئة من التغييرات المناخية وتوعية الناس في استهلاك المياه في المناطق الحضرية والريفية.
28-   مؤسسة حباء للتنمية المستدامة : صمّمت المنظمة مشروعا بعنوان "بناء مهارات وقدرات القادة الشباب لمواجهة ومقاومة التطرف العنيف والأيديولوجية المتطرفة وبناء سلام دائم في الأنبار" في محافظة الأنبار الذي يساهم بتعزيز دور الشباب في تعزيز السلام ومناهضة التطرف.
29-   مؤسسة تطوع معنا الإغاثة والتنمية : صمّمت المؤسسة مشروعا بعنوان " شراكة بين السلطات المحلية والشباب" في محافظة صلاح الدين والذي يهدف لتعزيز دور المجتمع المدني والشباب بين السلطات المحلية في مواجهة المشاكل والتحديات التي تواجه العراق وصلاح الدين بصورة عامة.
30-   مؤسسة المرأة العراقية الماهرة : صمّمت المؤسسة مشروعا بعنوان " مشاركة المرأة والشباب في صنع القرار وصنع القرار في محافظتي ذي قار وميسان"، حيث يساهم هذا المشروع في تعزيز دور الشباب والنساء في صناعة القرار وتمكينهم للعمل في هذا المجال.
31-   معهد نيسان للتوعية الديمقراطية : صمّم المعهد مشروعاً بعنوان " أمن البيئية في محافظة البصرة: واقع مشروع العمل والتنمية المنطقة الجغرافية: البصرة" اذا يهدف المشروع للعمل على البيئة وحمايتها من الأوساخ والتلوث والتصحر.
32-   منظمة شاقوفيان للتنمية والثقافة : صمّمت المنظمة مشروعا بعنوان " حوار وشراكة "لتحسين مشاركة المرأة والشباب في صنع القرار ووضع السياسات ، وإدراج منظور النوع الاجتماعي في السياسات والإجراءات والخطط في هيت والفلوجة في عام 2022". في محافظة البصرة، اذ يعمل هذا المشروع على العنف القائم على النوع الاجتماعي وأيضا في تعزيز دور المرأة في المجتمع.
33-   مؤسسة النور الجامعة : صمّمت المؤسسة مشروعا بعنوان " تعزيز مشاركة الشباب في رسم السياسة المحلية للشباب والتواصل مع الحكومة المحلية بمحافظة صلاح الدين" في محافظة صلاح الدين والذي يهدف لتعزيز دور الشباب للتواصل مع الحكومة المحلية في المحافظة من أجل العمل على المساهمة في التغيير الايجابي.
34-   جمعية إنسان العراقية للإغاثة والتنمية : صمّمت الجمعية مشروعا بعنوان " حوارات الشباب لتعزيز البيئة السلمية المناسبة والحكم الرشيد في دوز وداقوق" في محافظة كركوك إذ يهدف المشروع لتعزيز دور الشباب في تعزيز الأمن والسلم والحكم الرشيد.
35-   منظمة الفردوس لبناء السلام : صمّمت المنظمة مشروعاً بعنوان " مشاركة الشباب النشطة في تطوير السياسات العامة " في محافظة البصرة والذي يهدف لتعزيز دور الشباب في المشاركة السياسية وتطوير السياسات العامة والمشاركة في صناعة القرار.
36-   منظمة أزدبون : صمّمت المنظمة مشروعا بعنوان " رصد الوضع البيئي ورفع الوعي وبناء القدرات في المجال البيئي في اقليم كوردستان" في محافظة السليمانية وحلبجة والذي يساهم بتعزيز التوعية في مجال البيئة وتمكين مدافعين في المجال البيئي.
37-   منظمة ريادة لبناء القدرات : صمّمت المنظمة مشروعا بعنوان " المسؤولية الاجتماعية .. دليل المواطنة" في محافظة نينوى والذي يعمل على تعزيز دور الهوية الوطنية والعمل على بناء الانسان وتعزيز دور الشباب وتمكينهم.
38-   منظمة رياضة ضد العنف : صمّمت المنظمة مشروعا بعنوان "مساحات آمنة للنساء" في محافظة الأنبار والذي يهدف الى تعزيز مشاركة المراة في الأنشطة الرياضية بصورة عامة في المجتمع وتوفير مساحات آمنة للنساء من أجل أن يشاركن في الأنشطة الرياضية.
39-   - منظمة دابين للتنمية الديمقراطية وحقوق الإنسان : صمّمت المنظمة مشروعا بعنوان " بناء القدرات لضمان الرفاهية الاجتماعية " في محافظة السليمانية والذي يسروّج لتعزيز قدرات المجتمع لضمان الرفاهية الاجتماعية.
40-   مؤسسة المدى لحقوق الانسان : صمّمت المنظمة مشروعا بعنوان " حوار السلطات في محافظة ميسان مع الفئات الهشة" في محافظة ميسان والذي يروّج لتعزيز مفاهيم الحوار بين المجتمع المدني والمجتمعات المهمشة وبين الحكومة المحلية.

استطعنا في فترة قياسية أن نجمع هذه المنظمات وندرّبها ونساهم بتمكين أعضائها، وبعدها إنطلقت هذه المنظمات بالعمل في عشرة محافظات وفي العديد من الجوانب، اذا تضمّن العمل مع هذه المنظمات في العديد من الفقرات التي تخص البيئة والشباب والمرأة والسلام وتنوّع العمل ليشمل تعزيز الحوار مع السلطات المحلية والحكومة المحلية في هذه المحافظات.
تعرّض العراق إلى تفكيك الاواصر الاجتماعية وإلى فوضى سببها الحرب والإهمال والفساد وهذا كلّه نتيجة السياسات المتعاقبة ممّا هدد البيئة وحصر دور الشباب وكذلك أدى إلى انعزال المجتمعات وعدم تطورها، إذ جاء مشروع حوار ليكون نقطة انطلاق تساعد المجتمعات على خلق حوار فيما بينها من أجل المساهمة في حلّ كافة العقبات والتحديات وكذلك بناء جسور من التواصل مع الحكومة المحلية وتعزيز العلاقة بين المجتمع المدني والسلطة المحلية، إذ نلاحظ من خلال تنفيذ هذه الأنشطة أن المنظمات المحلية ساهمت بتسليط الضوء على العديد من القضايا التي تواجه المجتمع وكذلك عملت على بناء تواصل فعّال مع المجتمعات وساهمت بالبدء بصناعة التغيير الايجابي في هذه المناطق التي تعمل عليها.

رائد ميخائيل شابه يشغل منصب مدير منظمة "جسر إلى – UPP الإيطالية" يقول " مشروع حوار كان من المشاريع المهمة والذي أسهم بصناعة نقلة نوعية في العديد من الموضوعات إذ جمع أربعين منظمة مجتمع مدني محلية مع بعضها لتعمل كشبكة ضمن حوار في موضوعات عديدة تواجه الاستقرار وتطوّر المجتمع، بحيث استطاعت هذه المنظمات أن تجذب الأنظار على القضايا العالقة التي تحتاج إلى خطوات وقوانين والتفاتة أكثر".
ويضيف شابه " أصبح لزاماً على المجتمع المدني أن يكون هو الحافز الاساسي في صناعة القرار من خلال مجموعة أدوات يجب أن يعمل عليها من كافة الطرق سواء كانت من خلال حملات المدافعة ومن خلال الحوار الذي يشتغلون عليه الان ضمن مشروع حوار أو من خلال الطرق السلمية التي تحتاج إلى بذل مزيد من الجهد في صناعة التغيير".
ويوضّح شابه " لقد مرّ العراق بظروف صعبة ويحتاج إلى كافة الجهود من أجل أن يتعافى، ففي مجال البيئة نواجه تحديات كبيرة في التصحر والتلوث البيئي وتلوث المياه وقلّتها، وكذلك التغيير المناخي المفاجئ الذي نراه ومشاكل المياه والأهوار ، وكذلك في مجال دور الشباب إذ نرى أنّ العديد من الشباب يواجهون مشاكل البطالة وانعدام فرص العمل التي تؤدي إلى ضياع دور الشباب في صناعة السياسات الخاصة بالتغيير ومشاركتهم في الأنشطة المجتمعية، ومن أجل هذا انطلق مشروع حوار ليخلق حوارا بين الشباب والحكومة المحلية من أجل اعطائهم دوراً مهما".
ويختم شابه حديثه " عملت منظمتنا منذ التسعينيات في تأسيس المجتمع المدني العراقي واليوم نحصد ثمار تعبنا في الفترة الماضية إذ نرى بأنّ المجتمع المدني تطوّر يوماً بعد يوم ونرى بأن هناك فرص كثيرة للمجتمع المدني وما زلنا نساهم بخدمة ودعم المجتمع المدني العراقي من أجل إزدهار العراق وتحقيق الاستقرار والسلام ومناهضة كافة أشكال العنف والعمل على التحديات التي تعيق عملية التطور والبحث في مكامنها ومعالجتها".

مشروع حوار هو مشروع تنفّذه منظمة "جسر إلى – UPP الإيطالية" بالشراكة مع البرنامج الإنمائي للأمم المتحدة وبالتنسيق مع الحكومة العراقية وبتمويل من الإتحاد الأوربي، جدير ذكره بأنّ منظمة UPP هي منظمة إيطالية تأسست في بغداد عام 1991، لدعم الشعب العراقي والوقوف معه بوجه الظلم والحروب، حيث تعمل المنظمة في مجالات عديدة منها في مجال الصحة والتربية وإعادة الإعمار وكذلك في برامج بناء السلام والتماسك المجتمعي وذلك من أجل تشجع الشباب على الانخراط في نشاطات رياضية وفنية ومجتمعية مفيدة.

UPP - Iraq.
(Hiwar) Dialogue project is one of the important projects implemented by the Italian organization "Bridge to - UPP" in partnership with the United Nations Development Program and in coordination with the Iraqi government, funded by EU. To address many societal issues facing the stability and development of Iraq, as well as those that have become challenges for the Iraqi civil society in general, the project began with training a group of activists to be trainers, then contribute to training the organizations that were selected as part of the project grant, as the project selected 40 local organizations In the governorates of Dohuk, Erbil, Sulaymaniyah, Nineveh, Anbar, Salah al-Din, Dhi Qar, Maysan and Basra.

The first steps to prepare for the project began at the beginning of 2022, funded by the European Union and the United Nations Development Program, where 360 members of civil society organizations were trained and funded, 700 members of civil society participated in individual initiatives, and 140 representatives of local authorities participated in initiatives Individual, 7,000 direct beneficiaries of collective actions by grant-funded CSOs, and 4,000 people (counted individually) following initiatives on social media.

Local organizations in 9 governorates acquired technical skills and methodologies to design and implement projects based on dialogue initiatives with local authorities to improve their management and networks.
Dialogue initiatives between civil society and local authorities and collective activities were organized by 40 local organizations to advance common social, economic and environmental goals, with the support of the Small Grants Programme.

The objectives of the projects designed by local CSOs to implement them varied as follows:

1- Sustainable Peace Foundation: designed a project entitled "United for Environmental Justice" in Qayyarah district, which addresses problems related to the environment, climate change and air pollution.
2- Alnajah Center For Training & Development: designed a project entitled "We Can" in Basra Governorate, This project includes strengthening the role of youth and addressing the problems facing civil society.
3- Alhubu Alsalam Org: The organization designed a project entitled "Promoting the effective participation of young people through dialogue in the Anbar community" in Fallujah, Hit and Al-Qaim, The project combats extremism and searches for the causes of extremism and how to address them.
4- Iraqi Students and Youth Organization: The organization designed a project entitled "Desertification" in Anbar Governorate, a project that addresses problems related to the environment, desertification and increasing its areas.
5- Aid Gate Organization AGO: The organization designed a project entitled "People's Voices: Our Environment First - Desertification" in Salah al-Din Governorate - Shirqat District, a project that researches the field of environment and deals with the phenomenon of desertification and limiting its effects.
6- Qaleat Tal Afar association: The association designed a project entitled "Dialogue to Address the Low Level of Education of Women in Villages and Rural Areas" in Nineveh Governorate - Tal Afar District, which included addressing women's problems and the low level of education among women due to social problems, customs and traditions.
7- Rehab Al-Khair Organization: The organization designed a project entitled "Discussing the needs of persons with disabilities in the Fallujah district and responding to them with a group of service departments for safe access to services" in the Fallujah district, which promotes the role of persons with disabilities and people with special needs.
8- Bridges Organization for Humanitarian Aid: The organization designed a project "Local Participation to Promote Peace in Salah Al-Din / Tuz District", which includes promoting concepts of peace in Salah Al-Din Governorate.
9- Jamahir Organization for Relief and Development: The organization designed a project entitled "Civil Society's Dialogue with the Administrative Authority: A Path to Common Awareness" in Salah El-Din Governorate, which includes the concepts of strengthening civil society and dialogue with local authorities.
10- Juddal Organization for Children with Special Needs: The organization designed a project entitled "Judicial Organization for Children with Special Needs" in Dohuk Governorate, which is a project concerned with helping children with disabilities.

This project promotes the role of the disabled and people with special needs. It is an independent, non-profit organization that works to spread and raise awareness in the community and develop the best methods to support people with disabilities in Iraq.




13- Bema Organization for Economic and Social Rights: The organization designed a project entitled "Monitoring the environmental situation, raising awareness and building capacities in the environmental field in the Kurdistan Region of Iraq" in the governorates of Erbil and Dohuk. It is a project concerned with the environmental aspect and tries to understand environmental changes and contribute to how to stop them.
14- No Borders humanity Org: The organization designed a project entitled "Empowering Youth in Dialogue with the Local Authority for Our Environment and Health" in Dhi Qar Governorate in order to enhance dialogue between the local authority in the service of the environment and addressing environmental and climate changes.
15- Halabja Organization for the handicapped: The organization designed a project entitled "Empowering Youth in Dialogue with the Local Authority for the sake of our environment and our health" in Sulaymaniyah Governorate in order to work on promoting environmental concepts and addressing climate change.
16- Peer Organization for Youth Development: The organization designed a project entitled "Enhancing the skills of young athletes and protecting them from harassment, exploitation and violence" in Maysan Governorate. This project examines the problems of harassment and how to address them.
17- DAK Organization for the Development of Yazidi Women: The organization designed a project entitled "Activating and Enhancing the Role of Minority Women in Decision-Making in Dohuk". This project includes work to enhance the role of women in decision-making and empower them, especially women from religious and national minorities.

24- Alternatif Network for Development and Democracy: The organization designed a project on "Youth Dialogue" in the Kurdistan Region of Iraq, which includes strengthening the role of youth and empowering them in activating dialogue with local authorities in order to make change.

In Anbar Governorate, this project works on gender-based violence and also in consolidating the role of women in society.


33- Alnoor Universal Foundation .N.U.F: The Foundation designed a project entitled "Promoting youth participation in drawing up local youth policy and communicating with the local government in Salah al-Din Governorate" in Salah al-Din Governorate, which aims to enhance the role of youth in communicating with the local government in the province in order to contribute to positive change.
34- Insan Iraqi Association for Relief and Development: The association designed a project entitled "Youth Dialogues to Promote an Appropriate Peaceful Environment and Good Governance in Douz and Daquq" in Kirkuk Governorate. The project aims to enhance the role of youth in promoting security, peace and good governance.
35- Al-Firdaws Organization for Peacebuilding: The organization designed a project entitled "Active Youth Participation in the Development of Public Policies" in Basra Governorate, which aims to enhance the role of youth in political participation, development of public policies and participation in decision-making.

39- Dabin Organization for Democratic Development and Human Rights: The organization designed a project entitled "Capacity Building to Ensure Social Welfare" in Sulaymaniyah Governorate, which promotes the strengthening of community capacities to ensure social welfare.
40- Al Mada Foundation for Human Rights: The organization designed a project entitled "The Dialogue of the Authorities in Maysan Governorate with Vulnerable Groups" in Maysan Governorate, which promotes the promotion of concepts of dialogue between civil society and marginalized communities and between the local governments.

In a record period, we were able to gather these organizations, train them, and contribute to empowering their members. After that, these organizations started working in nine governorates and in many aspects. The work with these organizations included many paragraphs related to the environment, youth, women, peace, and the diversity of work to include strengthening dialogue with local authorities, And local government in these provinces.



Iraq has been exposed to the dismantling of social ties and chaos caused by war, neglect and corruption, and this is all the result of successive policies, which threatened the environment and limited the role of youth, as well as led to the isolation of societies and their lack of development.
The Dialogue project came to be a starting point that helps communities create dialogue among themselves in order to contribute to solving all obstacles and challenges, as well as building bridges of communication with the local government and strengthening the relationship between civil society and the local authority. She shed light on many issues facing the community, as well as worked to build effective communication with the communities and contributed to starting to make positive change in these areas that she works on.

Raid Mikhael, who holds the position of director of the Italian “ UPP” organization in Iraq, says, “The Hiwar (Dialogue) project was one of the important projects that contributed to making a quantum leap in many issues, as it brought together forty local civil society organizations together to work as a network within a dialogue on many issues facing Stability and the development of society, so that these organizations were able to draw attention to outstanding issues that need steps, laws, and more attention.”
Michael adds, "It has become imperative for civil society to be the main stimulus in decision-making through a set of tools that it must work on in all ways, whether through advocacy campaigns and through the dialogue that they are working on now within a dialogue project, or through peaceful methods that need to put more effort into creating change.
And Mikhail explains, "Iraq has gone through difficult circumstances and needs all efforts in order to recover. In the field of the environment, we face great challenges in desertification, environmental pollution, water pollution and scarcity, as well as the sudden climate change that we see and water and marsh problems, as well as in the field of the role of youth, as we see that many Many young people face problems of unemployment and lack of job opportunities that lead to the loss of the youth’s role in making policies for change and their participation in community activities. For this reason, a dialogue project was launched to create a dialogue between youth and the local government in order to give them an important role.

Michael concludes his speech, "Our organization has worked since the nineties in establishing the Iraqi civil society, and today we are reaping the fruits of our toil in the past period, as we see that civil society has developed day by day, and we see that there are many opportunities for civil society, and we are still contributing to the service and support of Iraqi civil society for the prosperity of Iraq and the achievement of stability." peace, combating all forms of violence, and working to overcome the challenges that hinder the process of development, and to search for their potential and address them.
Hiwar (Dialogue) project is a project implemented by the Italian organization "Bridge to UPP" in partnership with the United Nations Development Program and in coordination with the Iraqi government and funded by the European Union. It is worth mentioning that UPP is an Italian organization founded in Baghdad in 1991 to support the Iraqi people and stand with them in the face of injustice and wars. The organization works in many fields, including health, education and reconstruction, as well as peace-building programs and community cohesion, in order to encourage young people to engage in useful sports, artistic and community activities.
